Foreigners in Israel can get a laissez-passer from the Population and Immigration Authority, but abroad they must obtain one from local authorities, even for entry into Israel.<\/p>\n Any travel between two countries requires an official document identifying the traveler. Generally, this purpose is served by a passport, but in some cases, an individual is not eligible, unable, or unwilling to receive a passport. In these situations, a temporary document is issued to serve as an identification tool for travel between Israel and another country. This document is issued by the Population and Immigration Authority in Israel or an Israeli consulate abroad. Obtaining a temporary laissez-passer can be simpler and faster than acquiring a passport within the same time frame.<\/p>\n Israeli citizens are legally required to identify themselves with an Israeli passport when entering or exiting Israel. Most temporary laissez-passers are issued by Israeli authorities as a passport substitute for citizens. However, laissez-passers are also issued to permanent residents who are not citizens, such as residents of East Jerusalem or the Golan Heights who do not have another valid passport. Finally, laissez-passers are issued for stateless persons<\/a>, asylum seekers, and foreign workers who wish to leave Israel but lack a valid passport.<\/p>\n The Document is Not a Visa<\/strong><\/p>\n As mentioned, a laissez-passer is a substitute for a passport, an international identification document, not a visa. Most people requesting a laissez-passer are Israeli citizens who do not need a visa to enter or exit Israel.<\/p>\n However, in cases where the document is used for travel to another country or when an Israeli travel document is requested by a non-Israeli citizen, a visa may be required in addition to the laissez-passer.<\/p>\n For example, most European countries, except Malta, allow entry to Israelis presenting a laissez-passer without needing a visa, though registration through the ETIAS<\/a> system is still required. It\u2019s worth noting that an Israeli laissez-passer indicates it is a passport substitute, which may cause confusion for immigration officials.<\/p>\n Both the United States and Canada require Israelis to present an Israeli passport to enter (Canada also requires an Electronic Travel Authorization, or ETA<\/a>).<\/p>\n If a foreign worker in Israel, a tourist whose passport was lost, or an asylum seeker needs a document to leave Israel, they must obtain a re-entry visa (inter-visa<\/a>) if they wish to re-enter Israel with the laissez-passer at a later date. This can be especially complicated for asylum seekers. In Which Situations Can an Israeli Citizen Obtain a Laissez-Passer Instead of a Passport?<\/strong><\/p>\n Firstly, the laissez-passer is issued to Israeli citizens who do not live in Israel and do not plan to stay in the country for an extended period. True, we\u2019ve noted before that a new immigrant (Ole Hadash) can arrive in Israel, receive a passport at Ben-Gurion Airport, and board their next flight with an Israeli passport valid for a year<\/a>. However, this is a slight exaggeration. If the visit to Israel is less than 24 hours, there\u2019s no need for a passport issuance; the individual can arrive and leave with a laissez-passer issued at the consulate in their home country.<\/p>\n Israelis who discover that they\u2019ve lost their passport, or that it has expired (or was stolen or damaged) while abroad can schedule an appointment at the nearest Israeli consulate to obtain a laissez-passer allowing them to return to Israel. Returning residents<\/a> or citizen immigrants who have lived abroad for many years, or their entire lives, may also be eligible for this document.<\/p>\n Additionally, a laissez-passer may be issued to an Israeli who has previously lost or damaged three or more passports. Since a passport that is not in the citizen’s possession can end up in the hands of terrorists or criminals, and considering the issue was repeated, the individual will be required to obtain a laissez-passer from the Population and Immigration Authority to travel abroad, as a substitute for a passport.<\/p>\n Laissez-Passer for Foreign Nationals:<\/strong><\/p>\n There are foreign workers or individuals with a humanitarian visa in Israel who are eligible to leave the country but do not possess a valid passport. In certain cases, their current passport may have expired, been revoked, stolen, or otherwise rendered unusable.<\/p>\n For example, an asylum seeker represented by our office wanted to return to their country of origin (Myanmar) as it appeared to be transitioning towards democracy. However, when they approached the embassy, they were asked to deposit their passport during the visa application process, as they sought assurances of no persecution upon return. Later, it became clear that Myanmar was still under military junta control, and that the authorities neither wanted the asylum seeker to return nor were willing to return the passport.<\/p>\n Another example involves numerous refugees from Eritrea, Sudan, and Africa who make their way from Israel to Canada, sometimes with our law office’s assistance. Many Eritreans escape military service or flee prison without a passport or any supporting documents and require a laissez-passer to travel to another country.<\/p>\n In such cases, the foreign national<\/a> should contact the nearest Population and Immigration Authority office to request a laissez-passer, which will allow them to leave Israel for another country. Since Israel is keen on facilitating the departure of asylum seekers from its territory, this process is usually quick, with minimal risk of refusal.<\/p>\n Procedure for Obtaining a Laissez-Passer:<\/strong><\/p>\n To obtain the document abroad, Israelis should visit the nearest Israeli consulate, whether for a regular or urgent appointment, depending on circumstances. This can range from an Israeli citizen living abroad wanting to visit Israel to a tourist whose passport was lost or stolen and needs to board a flight back to Israel. Upon return to Israel, they can schedule an appointment to obtain a new passport.<\/p>\n To obtain the document in Israel:<\/p>\n Once the entire process is complete, you will receive the laissez-passer within three weeks and can begin traveling.<\/p>\n Required Documents for Obtaining a Laissez-Passer:<\/strong><\/p>\n Validity and Restrictions:<\/strong><\/p>\n The entry requirements vary by country. Ensure that the laissez-passer is valid for an adequate period for the destination country before booking a flight. An Israeli laissez-passer for foreigners is valid for up to five years.<\/p>\n Who is Not Eligible for a Laissez-Passer:<\/strong><\/p>\n Individuals subject to restrictions by the court or another authorized body, until the restriction is lifted.
